Professor Rossi is recognized for his scholarship on participation in administrative procedure at both the federal and state levels, as well as his work on legal and economic barriers to competition and and climate change policies in energy industries. He is author of more than three dozen articles and his books include Regulatory Bargaining and Public Law (Cambridge University Press 2005) and a co-authored casebook, Energy, Economics and the Environment (Foundation Press 2000, 2nd ed. 2006).


He teaches Torts, Administrative Procedure, Antitrust, and Energy Law and Policy. Professor Rossi has taught as a visitor the Harvard, Vanderbilt and University of Texas law schools, and also served on the faculty of the University of North Carolina School of Law. He graduated with high distinction from University of Iowa College of Law, where he was an articles editor for the Iowa Law Review, and holds an LL.M. from Yale Law School, where he was an Olin Fellow.
